Serial indecent conduct offender charged again

Rockland — A Warren man with 13 prior convictions for indecent conduct has been charged again by police.

Robert R. Demmons Sr., 62, made his initial appearance Monday, June 24, in Knox County Court on a new charge of indecent conduct.

He had been scheduled to be released May 31 after being incarcerated since August 2017, when he was arrested for a series of offenses, including exposing himself in the parking lot of T.J. Maxx in Rockland. He was sentenced in November 2017 to two years in jail.

The most recent incident occurred May 23 at the Knox County Jail, where he has been incarcerated for nearly two years..

At the June 24 hearing, the judge agreed to have Demmons released on bail if he meets conditions that include finding a supportive housing center that will accept him, a mental health evaluation and specialized treatment for exhibitionism.

Knox County Sheriff Tim Carroll said Tuesday efforts have been made to try to find a proper setting for Demmons, but there has been no success. He said Demmons has not been cooperative in agreeing to a proper setting.

Demmons has 35 total convictions since 1975 for a variety of offenses, including burglary and theft.

Cutting it off would solve the problem. But since that’s pretty extreme, I am rather surprised there isn’t some type of medication and/or therapy that would help him. But I suppose he would have to be willing to take the meds.

The final say is the courts and they just refuse to help this man. He should be put into an institution for life to help him and save the taxpayers money.

Can't help those who are not willing take the help and change.  Very Sad
