ROCKLAND — A 53-year-old man was arrested, charged with sexually assaulting a 9-year-old child in 2016.

Frank H. Gallagher made his initial appearance via Zoom during a Monday, Aug. 29 Knox County court hearing. Judge Geoffrey Rushlau agreed with the district attorney’s office to set bail at $25,000 on the charge of Class A unlawful sexual contact.

The judge also ordered Gallagher held without bail on a request by Deputy District Attorney Christopher Fernald to revoke his probation on an earlier conviction. Judge Rushlau noted, however, that Gallagher can seek a new bail hearing once an attorney has been appointed to represent him.

An arrest warrant was issued for Gallagher on the unlawful sexual contact charge in March 2018. He was not apprehended, however, until the past week when he was arrested in Waldo County.

The affidavit filed in court for the arrest warrant stated that the child reported the assault occurred in July 2016. The affidavit also quotes a witness as saying Gallagher had acted inappropriately toward her.

The witness said Gallagher had a history of running when he got into trouble and left the house in Union and did not return when he knew police were looking to talk to him about the accusation.

A Class A crime carries a maximum possible sentence of 30 years in prison.
