Council to interview city manager search firms

Rockland — The Rockland City Council will meet this week to consider proposals from three recruiting firms to conduct the search for the new city manager.

The interviews to be held in executive session on Wednesday, Aug. 20, beginning at 6 p.m. will not be open to the public. The council may discuss the manager search in an open session after the interviews are completed, according to Mayor Larry Pritchett. No vote is anticipated at this meeting.

The firms under consideration are Municipal Resources, Inc. (MRI) from Meredith, N.H., Dacri & Associates, LLC from Kennebunkport, and Eaton Peabody Consulting Group from Augusta. Eaton Peabody assisted in the 2011-2012 manager search.

Pritchett outlined points of consideration for the meeting in an email to councilors. He noted that MRI recommends approximately 20 steps for effective management recruiting and that Dacri & Associates goes beyond traditional hiring approaches.

Pritchett said that both firms propose a more robust process of developing an ideal candidate, more expansive recruitment and a more extensive review and evaluation process than Rockland has done in the past.

Finance Director Thomas Luttrell has been acting as city manager since the resignation of former City Manager James Smith in December 2013. Smith started the job in March 2012.

Pritchett indicated that changes in the hiring process may be necessary as “repeated manager transitions” represent a cost to the city and a loss of staff productivity.

The meeting materials submitted to councilors did not include price quotes from any of the firms. According to Pritchett, other municipalities that have hired a manager in the last year spent $6,500 to $24,000 on the recruiting process. Eaton Peabody’s fee for the 2011-2012 manager search was $4,500 plus expenses.

Please do not spend any of the  Citizens money on a search....Convince Tom to take on the job and give him at least a 5 yr contract ....Stop the BS ....do what's right for Rockland ...open your eyes not our pockets!

I agree with you Sumner. However, Tom may not want to put up with all the politics of the job. If he does, he should have it. They need to find somebody that wants to be here and not somebody looking to become rich and famous.

Mr. Mayor, Tom Luttrell would make one heck of a full time city manager.  Isn't there some way that you and your associates can make it happen?  Look at the money and time you will save.  Tom has a good 15 or 20 years left in him.
